Installed new HP Envy7155, it prints fine but when I try to scan it says my printer isn't connected to the network. I run the Scan Doctor and it can't find my printer. But all my handhelds and laptop print documents .

Assuming the Full Feature Software is installed correctly:
Try looking in the Printer Assistant shortcut on your desktop under "Scan".
If the application is available and applicable on your printer / setup, the option may be there.
NOTE:
ScanToPCActivationApp only controls (on those printers supporting the feature) whether a scan can be initiated from the printer control panel. If you are unable scan using the printer software on the computer, ScanToPCActivationApp won't likely help anything.
In general, your original inquiry, that is "not connected to the network", likely has nothing to do with the ScanToPCActivationApp.
I mentioned the ScanToPC bit as a "well, if everything else does actually work, what other questions might possibly be related".
I apologise for confusing you.

You could try uninstalling the printer software from Programs and Features,
- Restart the computer and log in,
- Download-save-install the Full Feature Software,
- Restart the computer and log in.

There might be more than one thing going on - For example,
- The printer software may not be installed,
- The printer may not be connected to your network (See How-to, User Guide, and Troubleshooting below)
- The ScanToPCActivationApp may be switched off. (This is unlikely the case when the Doctor cannot find the printer - the feature is worth knowing about and is included for the sake of completeness.)
If you have not done so...
Install Printer Software
The easiest (or at least one of the easier) options: Download, Save, and Install the Full Feature Software for your printer.
If the printer is (can be) detected on your network, the printer software installation package will find it and install your printer's full featured software suite.
How-to Videos are included on the Software and Drivers Category (scroll to the bottom of the page)

- Right-Click an empty area of the Taskbar and select Task Manager
- In the Task Manager window, click on 'More details' near the bottom left
- Select tab Start-up > Left-Click the entry ScanToPCActivationApp to highlight
- Click the 'Enable' button in the bottom right of the window.
- Close Task Manager (and other programs) > Restart the notebook and log in

Hey Dragon-Fur - I wish I knew how but somehow it's back up and working. Somewhere in dozens of reboots, shutdowns, reloads and rerunning of Scan Doctor, it fixed itself. I left it yesterday after 2 hours of frustration thinking I'd try again today and when I clicked on the Start button, scrolled down thru the programs to HP, there was a new app called HP Envy Photo 7100 Scan, so I clicked it and walla! Previously I'd been opening the app called HP Smart and within that app there was a scan feature (which by the way still doesn't work). So bottom line, I guess I was using the wrong app and it was just a matter of getting the right app loaded. Thanks so much for your help and hanging in there with me. Sometimes moral support helps more than anything.

No worries - sometimes tech looks (and acts) like magic.
HP Smart can be uninstalled in Apps and Features,
Restart the computer and log in
Open the Windows Store, look for and install a fresh copy.
Will that help? Maybe - takes just a few minutes to try.
