Problems with hp sprocket plus printer

I'm having trouble with my HP sprocket plus printer.  It will not charge with the cord USB it came with . I have plugged it in the wall, computer, xbox, ect and will nit charge.it will flash red and green , won't turn on. What can I do or is it broken?
