Because the unit doesn't boot from usb let me explain the whole processes in general.
here are the instructions on how to install windows 10 on hp stream 7 8 .
You need your recovery on a microsd card there is a microsd card slot on the hp stream 7 and 8 remove the back cover and insert a microsd card.
once you have done this please go to microsofts web site and download the windows 10 usb creation tool this will download the correct version of windows 10 and ask it to download the installation to a microsd card usually labeled d:\ in my computer once downloaded it will ask you do you want to do a fresh install tell it no you dont you want to do a fresh install you want to upgrade to windows 10 the reason for this is fresh installation doesn't work on the hp stream 8 and 7.
now if you want to recover to windows 8.1 the stock o.s you are in trouble because the iso that all hp computers use that are in the 200.00 range are called windows 8.1 connected also known as windows 8.1 with bing and its not availible for purchase and only comes on your hp tablet as recovery media

Thanks travmaximilian! My tablet got bricked after I foolishly allowed the Windows 10 'upgrade' without creating a recovery disk, and I wasn't too keen on paying HP $40 for it when I'd only paid $88 for the tablet itself. Anyway excellent write up that I was able to follow successfully.
On mine, on step six, Windows 10 was my only option for OS to install. I picked it and followed the rest of the proceedure. Turns out it actually installed WIndows 8.1 anyway. So for anyone else out there who might be doing this, you're probably still ok selecting Windows 10 if that's your only option.

The official Win 10 upgrade arrived and I accepted. After around five hours I had a useless Win 10 tablet. I will procure a USB keyboard, follow the listed procedures and try to resurrect my cute, low end Stream 7. If it fails, I am out for just a cheap keyboard as the tablet is now just an oversize paperweight.

I left my tablet on and Windows 10 trashed my HP Stream 7, so here is what I ended up doing.
First you need a USB stick with 8GB and a program called Rufus which can make a UEFI compatible bootable media.
Next you need a USB hub
Then you need a wireless keyboard and mouse, the USB hub can use the radio and USB stick,
Boot the USB stick and wipe the table SSD clean then install Windows 8.1 or 10 as desired
Sadly drivers are not on Windows Update so you will need to install the HP Support Assistant spyware to find some of the drivers.
Expect to be using the keyboard and mouse for a while until your appls are setup etc

Contacted HP. Discovered my Stream was still under warranty. Explained my problem. HP sent a recovery 8.1 flash drive. Booted off the flash and reinstalled Win 8.1. Installed all 8.1 updates, refusing Win 10 update. After 83 Win 8.1 updaates finished I rebooted then allowed Win 10 update. Now have smooth operating Win 10 Stream. Complete operation exceeded six hours.

hi , and thanks for your instruction , i have a question should i have to do your instruction and refresh install windows or i can fix my problem only with mouse and keyboard if my problem only is my tochpad didn't work in windows install procedure . i only can't touch next bottom in windows procedure

Not sure what your problem is. To enable 'Boot from USB' press volume down key and start button at the same time. Boot menu should appear (Choose 'Boot from USB'). If no boot menu, you may have a bricked Stream. If you can boot into window,s go to the HP website, download HP Support Assistant, run it and it will identify missing/outdated drivers. Download and execute. Hope this helps.

These instructions were perfect.. one more thing..
If you don't have a usb keyboard (which I didn't), when you get to the "clear TPM keys" step.
Turn off the PC
Hold down the power, volume up, volume down buttons (all at the same time)
The machine will come up and recover the BIOS
System reboots again
Tap enter to continue
and then things go on as usual...
