I have just updated using the new HP drivers (which I had to do manually as the HP Support Assistant didnt see any new versions as I guess it should have), I found the below:
Before the update: 10.18.10.3281
After the HP update: 10.18.10.3348
The original post mentiond the other manufacturers update was 10.18.10.3349 not sure which version stopped the flickering, I have seen the screen flicker a few times so I went into the Intel graphical display properties and changed the frequency from 60hz to 40hz, hit Apply, then went back in and went from 40hz to 60hz and hit Apply, I have not noticed a flicker since but will see how it goes.

I have noticed the ocasional flicker again, not while watching Netflix but when browsing, if I am reading a page and then touch he screen it seems to occasinally flicker, by flicker I mean it very quickly turns off, almost like when changing graphic options and pressing apply, it happens for less than 1 second.
This got me thinking, under power saving in the Intel graphics settings there are power saving options, one that dynamically changes the frequency between 60hz and 40hz to save power, the other for Panel self refresh, I wonder if what I am seeing is it automatically switch refresh rate and so the screen momentarily flickering.
Could someone that has installed the other manufacturers later display driver say what the default Power settings are as maybe they are different to the HP's? and if the other driver supports both 40hz and 60hz refresh rates.

the flickering is caused by a power saving feature in the intel hd control panel. I was experiencing this and changing the settings in the control completely sorted it out, zero flickering since. it is some sort of dynamic brightness/contrast setting

I am testing the new drivers available at Dell.
For the time being, i have stopped the flicker disabling all the energy saving options in Intel control panel (power management).
