That's not really a new bios. Has been there for quite some time. I'm sure most of us here already updated to that bios the moment it came out and did not see any improvements whatsoever to any of our problems. So HP just trolled you.

SOLVED! I worked my way through all the fixes up to this point and could not get my wifi working. Then I looked online and saw so many good reviews that I figured they can't all be like this. So I returned mine, and walked down the street to a different store, who might not have got theirs from the same batch and bought one there. It's worked like a charm ever since. Interestingly the first startup and registration was different on the second one, so something was different in the setup of the machine.
Sorry HP, I'm sure you don't want people returning your product, but I got one that wasn't working right and could not be fixed. On the bright side, I went out and bought another HP and am happy with it.

I hope not everyone has given up hope for Stream 7.
I have been experiencing the same issue, sometimes worse.
I bought it a few weeks ago, and the first day it took me several hours to get to download some basic software tools and Chrome because of wifi issue. Back then, I was typing a bunch of netsh commands, resetting and deleting things and randomly it works, sometimes it works after switching WIFI off then on.
I reset windows 2 days ago and started everything fresh. With HP driver, 3007.7.0915.2014, I installed all Windows updates, some softwares, some Apps from windows store without any problem. Last night I used it briefly, and locked screen; it should be sleeping all night, much longer than I did. It started losing all internet access 95% of the time.
Mine shows connected most of the time, sometimes shows limited network, sometimes shows unidentified network both showing internet access which does not mean I can open anything in IE. ipconfig shows an IP address, but it is not shown in my router IP address table. Sometimes I change something, and it has reall internet access but I cannot even fully open speedtest.net before it loses it. I even bought a USB ethernet adapter and waited several weeks for it to get here from China. I do not want to get comfortable with the USB ethernet adapter and give up trying WIFI so I have not even taken it out of the bag yet. After reading photobloke mentioned a driver version newer than 3007.6.901.2014, which is 3007.9.1015.2014, and started looking for it. Google took me to drivermax, which is in my opinion a totally nightmare. I already deleted WLAN adapter driver completely, and was trying to download driver from drivermax on my desktop. Whatever version I choose, it gives me a downloader, which scans my computer and only lets me install the driver not download it. Later it says I do not have the hardware so I cannot install the driver. However, it does provide me some critical information, there are other new versions:
3008.7.0313.2015 dated APR 7th, 2015
3008.2.1231.2014 dated Jan 22nd, 2015
3007.10.1031.2014 dated Nov 21st, 2014
3007.9.1015.2014 dated Nov 19th, 2014 which is what photobloke tried last.
Then google led me to station-drivers where I found only 3008.7.0313.2015 marked as submitted on May 7th, 2015.
LINK if you do not understand it, it might be in German. There are language options.
I downloaded it, transfer it via USB flash drive and OTG cable (I believe everyone has one of these cables for Stream 7 already).
I noticed 1 major change in this 3008.7.0313.2015 driver. There is no wifi performance/wifi option any more.
There are some not so major changes so far I have noticed:
At the same spot, farthest away from my router in my apartment, my iphone 6 with speedtest app gets 16-36Mbps DL and 10-12Mbps UL, desktop with CAT6 ethernet gets 110-120Mbps DL and 12Mbps UL. Stream 7 with bluetooth off gets up to the same speed as my iphone 6, 36Mbps DL and about 7Mbps UL. Sometimes it can be quite slow at around 10-15Mbps DL. With bluetooth on, it never reached 30Mbps DL at peak, UL can sometimes lower than 1Mbps.
It can still manage to lose "reall internet access" while wifi still shows connected and internet access. Switching wifi off and back on seems solve this.
In short, it works now. Not perfectly but much better.
I also read it from a Chinese source, stating speficically RTL8723BS has perfectly optimized driver support in Windows 10. I do not feel Windows 8.1 or 8 is friendly on these small tablets anyways, and I am already looking forward to windows 10. If this source turns out to be valid, Windows 10 may be the perfect solution for Stream 7. If you want to read Chinese, here is the LINK. Google translate will not help since it is a document embed in a webpage. There is also something wrong with this document, even through it shows 15 pages, it only has content on the 1st page, and it basically says:

Realtek RTL8723BS Wireless LAN 802.11n SDIO Network Adapter driver issue perfectly soved. Any reason not to upgrade? Still on Win8? Whis is built on win 10 enterprise preview, optimized for tablets. iso file is only 1.8G, not too big not too small, perfect experience. Taking only 4.6G space full installed. Even 16G tablets can experince win10 perfectly. Come on and try.

Any Inter atom 37xx cpu can work. Windows, unlike Android, has better compatibility.
(I know it should be intel instead of inter)
I will keep an eye on it in the next a few days. If I do not get back and update, it means this 3008.7.0313.2015 driver works to my satisfaction.
Update: I let it sleep over night and this is what happened this morning.
2 runs right after waking up Stream 7
2 runs after switching WIFI off and back on
After another short sleep, another run at the farthest spot
All 5 tests were done with bluetooth on.
Update 2:
It is doing the same thing, losing real connection while showing connected and internet access with this driver too.

I just realized if bluetooth is disabled, wifi works fine. also, if you try to turn on bluetooth as wifi is enabled, connection will drop.
what can we do to get wifi and bluetooth get along?

Got a new Stream to replace the one I had that after upgrading to Win10...kept dropping WiFi connection every 20 secs.... The new one with Win8.1 held WifI fine. Upgraded to Win 10...like the prior one, drops WiFi every 20 secs. I updated to the Newest BOIS and the network Driver......but still the same issue.
When I Powered the new one on for the 1st time it had a Water Mark on the Desktop view that displayed...." Windows8.1 with Bing; Build 9600"...which I have never seen on any device I have ever owned. Doing a search for the string....it showed Build was a Test Version on 8.1....wonder what that is all about. That Water mark has disappeared, but I can't get it out of my mind, HP imaged this New Stream 7 with a Test OS....not the Final release? I did notice the Factory installed Network driver was a MUCH older version of what was originally on the Stream that went back......
Bottomline, New Stream, Win8.1 WiFi was fine, Upgraded to Win10....and HP Win 10 Netwrok Drivers.....running same as the prior Stream. This has to be an HP issue, I have 5 other devices connected to the same WiFi signal....3 Android, 2 Windows....Windows, a Laptop I just Upgraded to Win...no WiFi dropping, and a Laptop Win7...which I will be upgrading to Win.....and it has no WiFi issues. The only device with issues is the Stream 7 (and now I have tried 2)...no its not my Router.
I have gone thru this Post, tried every suggestion ...even those that other said did not work.....and nothing resolves the issue.

When I go to HP's Download site for the Stream 7; Windows 10....the only Network Driver shown is SP72188 and I have that installed. When you view Device Manager Network Adapter....Driver SP72188 displays as Driver version 3008.8.401.2015.
Your driver displays as 3008.11.515.2015 which may be a newer Network Driver...but that is not the one available when I go to Hp.com....driver downloads

OK, so I downloaded the
3008.15.0715.2015:

Extracted the File and I see 3 Files none of which is an .exe or none that Install the driver. The 3 files after extraction are:
netrtwlans.cat
netrtwlans.inf
rtwlan.sys
As you can none of these files will run to Update the Network Driver. I downloaded the driver file as shown from the link.....the downlaod file shows as Realtek_WiFi_3008.150715.2015_2015.08.14.zip
