webcam 3110
Microsoft Windows 10 (64-bit)

My webcam 3110 does not work since the Windows 10 upgrade. It lights up for one second when plugged in and can be seen in the device manager but thereafter the buttons, the lights and the functions do not work what so ever.

Hi there @AUTOEMOTIONAL,

I hope you find your Support Forum experience a positive one!  It is a great place to find the help you need, from other users, HP experts, and other support personnel.  I understand that you are not able to use your webcam after upgrading to Windows 10  I am happy to assist you with this.

Do you have another computer or device to test the webcam with to be sure it is still functioning normally?

Looking at the Software and Drivers page HP HD-3100 Webcam, there are not any drivers for Windows 10 or Windows 8.x at all. You could try loading the Windows 7 driver using compatibility mode in Windows 10. How to: Install and Update drivers in Windows 10 - answers.microsoft.com

Please let me know whether that works for you, and if it does resolve your issue, please mark this post as a solution. Kudos would also be appreciated.
