Hp model RTLB723DE
It first has a blue screen error I tried restored and failed, I tried to reset failed and tried to create a booting disc to reinstall windows 10 the USB is not appearing... It doesn't go back to safe mode...
Can anyone help me?

Your system may not be set to boot from a USB Key First but the Boot drive.

Once in navigate to boot options and choose the allow it to boot from a USB key first.
As another option HP has a recovery option at boot. If you reboot your system you will notice a very short screen that instructs you to press maybe F11 to enter "options" once in there there is a recovery option. You will have several options once in there. If the BOOT partition has been messed up you may need to do a factory reset of the computer, you can choose to keep your data.
