OH I got ya now.
You ran ccleaner with everything checked I suppose and came up with piddle I assume?
Open up Windows Explorer again (open This PC) and right click on the C: drive and choose Properties.
In the General tab, click on Disk Cleanup. It will run a calculation, then show you boxes to tick with the amount of space it will free up.
Is there a significant amount given there?
IF still not luck, there are free analyzers that will help find whats taking up all the space.
Here is one with a portable version also. Or you can install the exe onto the Micro SD card and run it.
Antibody Software - WizTree finds the files and folders using the most disk space on your hard drive
If you search with this tool, you should be able to pinpoint whats taking up the space.

Now if all you want to do is restore Windows 8.1 back to factory, you should be able to access that from Startup.
Like I said earlier, while the computer is OFF...
Press the Power button and the Volume Down buttons at the same time until a startup options box opens.
Choose the F11 option and follow the prompts to restore back to factory. No USB drive is needed. IF you have not wiped out the recovery partition, the F11 option will work.

I did with slim cleaner .. It was Windows! Surprise
I have a 32GB micro sd card now in my Stream
Now what do I do?
Would it not be easier to Factory Reset to 8.1 then try redownloading Win 10?

Says:-

I have tried several times to do the factory reset ... each time nothing happens, when I let go of the buttons, it boots to Windows ...
I'm going to do it through Update and Recovery...

Yes if you can go through Windows Recovery successfully, then that will work.
Windows BT can be deleted. Thats the folder MS uses to download the Windows 10 upgrade to for the Auto Upgrade.
According to Wiz Tree, there are probably some programs that could be still deleted to free up more space.
But if you can use Windows Recovery in Windows to restore, do that.
If no access, try the power Button again but this time also press the Volume Up button. Your model may be the oposite of other models.

I tried the up button. Nothing happened. Maybe I didn't hold it down long enough. Up seems to be what I would think would be down and down is what I would think of as up so mabe on my model HP got it backwards. I dunno.
60 percent of the way through the reset.
Once done, do I need to update again and download the Media Creation tool? If so, I'll have to find a USB drive with enough space on it for 8.1 and 10.

OK so if Windows 8.1 has reset and you want to keep Windows 8.1, then you should just go to the HP website for driver updates and install them. Then let Windows update its usual security updates and etc.
BUT...
IF you want to go up to Windows 10 now, then dont update or anything else to Win 8.1.
Use the media creation tool to Upgrade this PC. You will only need an internet connection for that.

So I don't need to run windows update to upgrade to 10 and then run media creation tool? I can just use the media creation tool?
Also, where do I get my drivers from? Will I need them?
And another thig, I accidentally pressed "stand alone pc" instead of syncing with my account on other computers .. is there a way to change that at a later date?

To answer the question about two USB drives, yes, I would recommend immediately creating a Windows 8.1 recovery USB using a 8 GB USB, go to Control Panel => Recovery. Then you can always restore the laptop back to the out of the box factory configuation. The Windows 8.1 recovery partition on the disk won't work anymore once the Windows 10 upgrade starts, some others have gotten stuck on that here, you need the external recovery media created.
Then if you want to upgrade to Windows 10, you can download the Windows 10 USB image and burn that to another USB drive and run the setup.exe program from there. You should not need to load any drivers after the upgrade unless you have a problem with one of the devices. You would only need to reinstall drivers if you wipe the hard drive clean and do a fresh install of Windows 10.
