The HP Pro Tablet 408 Active Pen is not compatible with the computer.
Product X5E06EA introduced June 2016
I do not find information that says this model supports any HP pen / stylus.
I suspect the data you found in someone else's account was an attempt to match an incompatible pen / pen driver with the computer.
The driver software is used to install the HP Pen Control application.
The driver appears to be an older edition - HP Pen Control is an application available from the Microsoft Store
That said, HP Pen control app is not compatible with the incompatible "408" Active Pen
and
The computer is not compatible with the pens supported by the HP Pen application.
Reference - At least for the moment, the Internet Explorer browser can still download from the ftp site.
What? Earlier this year, several browsers slammed the door shut on ftp, perhaps due to poor security by some ftp site managers.

Most pens do not require a driver.
That said, your Pavilion likely does not even support an Active Pen.
Provide the exact model / product number for your computer and we can check whether it supports a pen.
How to find:
Finding your Product Name, Product Number, or Serial Number

I have just purchased this Laptop. Second hand And the pen driver pack was in the document folder and I reset the pc
and forgot to save the driver file. I have found what seems to be the Drivers on the HP FTP site.

Hi, Thanks for the info. I did not buy it for the pen anyway. but the seller pointed out that the driver file was in the documents folder.so I thought I would try to get it working. Thank you for your time.
