Let me start with the introduction of my laptop. It's a HP 15q-ds0xxx with Windows 10 Home (pre-installed) and it is equipped with Core i3 7th gen, 4GB or RAM and 1TB HDD.
I purchased this laptop some 5 months back for INR 30,000 and right from the moment it came to my hand I was sad for my money being wasted.
The laptop's booting time was very slow and even after coming at the homescreen, it took another minute for it to be fully operable. I deleted everything which I felt was junk, even the pre-installed McAfee, but there was no improvement (I purchased Kaspersky later). For the last 5 months I have tried everything, including the instructions given to me by your WhatsApp support channels and other blogs, like compromising with the visuals, changing the paging settings, changing some startup and boot settings, disabling the fast startup, changing from HP recommended plan to high performance, running commands like chkdsk, dism, scannow, etc and almost every such things I could think of but still I saw just minor improvements.
Even browsers like Chrome and Firefox take quite a lot of seconds to be operable. The same goes with softwares like Visual Studio Code and MS Office most of the time. I don't have access to high-speed Internet and use my phone's 4g as a hot-spot for my day to day usage as I stay in a village for my education. I visit my home in city twice a year and that's when I update my Windows but let me tell you that the latest build didn't solve my problem either. My laptop still takes almost 3 minutes to boot up (out of which almost 90 seconds are spent looking at HP logo).
So please give me some advice to fix the slow performance. And before you suggest me to upgrade to 8GB RAM and replace HDD with SSD, let me tell you that I will surely consider doing so in near future but my cousins and friends who own laptops with same configurations of Asus(costs 5k lesser that mine), Acer and Dell experience a hell lot of better performance than what I get in my laptop.

Let's start with performing a hard reset on the PC to release any excessive static/power that could have caused the issue.
- Turn off the computer.
- Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
- Unplug the AC adapter from the computer.
- Press and hold down the Power button for about 15 seconds to drain any residual electrical charge from the capacitors that protect the memory.
- Press the Power button to turn on the computer.
- If a startup menu opens, use the arrow keys to select Start Windows Normally, and then press the Enter key.
Second, you can check if there is Bios update available for your PC, here is the link to download.
Performing a test on the Hard drive as well as on the Memory from the Hardware diagnostics:

Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.

On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.

Click Extensive Test.

Click Run once, or Loop until error.
While the test is running, the time remaining and test result for each component are shown on the screen. The test can take 2 or more hours to complete.
NOTE:
If the diagnostics are not available when using the F2 menu, run the HP PC Hardware Diagnostics from a USB drive. To download the latest version of the diagnostics, go to the HP Hardware Diagnostics website. For instructions, see Testing from an external USB device.
The best way to resolve the issue is by using the HP Guided Troubleshooter:

(simply select your description of the issue from the bottom of the screen to gain access to the next set of steps that should resolve your concern).
