If you're using a local account, then resetting a Microsoft account will do nothing.
I dont know what happened for this situation to occur.
But you have two options at this point.
You can reinstall Windows 10 or you can contact HP Support (provided you are still under warranty).
Contact HP Worldwide | HP® Official Site
Did you create the Factory Reset Media you were supposed to make when you first purchased the computer?
That will be the best way to reset the computer.
If you did not, go to the link below to see the other options to perform a factory reset for your model.
HP PCs - Performing an HP System Recovery (Windows 10) | HP® Customer Support
You might have to go to the bottom of the page and read about Recovery when Windows will not start correctly.
NOTE: You will have to reinstall any third party programs you installed previously and you will lose what ever data is currently on the drive, unless you have backed it up.

Is Bitlocker enabled?
Are you using a Microsoft Account password or are you setup as a Local Account?
IF using a Microsoft Account, you may need to try changing it from another computer first, then try it again.

I have been locked out of my Laptop for a week now - contacted HP Social Support on Friday morning and have had gratuitous responses to my request for support. I am getting the message
"The sign in option has been locked for security reasons. Use a different sign in option or connect your device to a power source for at least two hours, and then restart it to try again"
Clearly that doesn't work and I am now stumped. Any advise would be appreciated. The Laptop is only 16 months old and has been used sparingly.
Frustrated.
