Microsoft Windows 10 (64-bit)

I'm a software developer. I needed to run a virtual machine. I pressed F10 on boot up. Went into the BIOS Security tab. Selected Virtualization Technology (VTx) and set it to Enabled. Pressed F10 to save settings and rebooted.  The computer turned on fine but gradually the fan speed increased to full speed, which it had not done before. It runs very load now. I went to the Windows 10 Power Plan settings in Control Panel and set it from "Balanced" to "Power Saver". That had no effect.  The fan is still running very loudly.  I went into the BIOS and the THERMAL setting for the FAN Speed is all question marks "??????" and I cannot set the fan speed. I upgraded from a 2017 to 2019 BIOS upgrade but it made no difference.

I downloaded SpeedFan 4.52.

SpeedFan is an open source tool for setting the fan speed but the Hewlett-Packard 18E4 motherboard is not listed in the drop downs. It does show that everything is running very cool. Nothing is overheating. The machine is clean inside and only has 47 hours on the Western Digital hard drive recently installed as part of a refurbishment purchased online through a reputable reseller.The goal is to have the hardware know that the high speed fan cooling is not necessary so that it won't run the fans at such high speeds. I seems like the CPU fan, Case fan, and power supply fan are all running at max speed. It seems tied to the "??????" questions marks in the Thermal setting in the BIOS which is non-responsive. 

When I checked "Task Manager" the settings show minimal usage.

The virtual machine manager is minimally running but no virtual machines have been created.  There is very little happening on the computer other than me writing this note.

 

Can anyone think of any troubleshooting ideas that I have not covered?
