HP Elite 8000 USFFC

Can anyone help with a problem which has rendered my PC virually unuseable?

I have an Elite 8000 USFF with a Samsung S24B150 monitor, screen resolution 1920x1080

The screen image frequently breaks down into flickering horizontal bands , alternately mainly white and multicolour, (approximately 11 bands per vertical inch) and after about twenty seconds the PC shuts down. There are no messages.  This happens whether or not I am running an application, after I have entered my user id and got to desktop.

This does not happen in safe mode, suggesting that it is not a hardware problem.  I have run DriverToolkit and drivers were up to date. Current driver is Intel Q45/Q43 Microsoft WDDM 1.1   HP hardware diagnostic, downloaded from HP site, showed no hardware faults.

I noticed yesterday that  if I right-click on desktop and select 'Graphics Properties'  the Intel Graphics & Media Control Panel appears. Click on 'OK' and the problem happens, without fail.  I have tried this several times with the same result.

I should add that this problem does not happen when other computers are attached to the monitor.
