Microsoft Windows 7 (64-bit)

Hi! I have a problem with some (but not all) text boxes (aka tooltips, I think) in Windows 7, the ones that pop-up when you hover over some elements like caption buttons in windows or the start orb in the taskbar. The fonts in text within are chopped or replaced by a thick black bar. The same happens with some (but, again, not all) of the text boxes belonging to icons' descriptions in different programs (e.g. Total Commander v8.52a, paint.net v4.0.10) and in drop down menus for font size in MS Word, Libreoffice Writer, etc. I added a screenshot at the bottom.

This problems started right after updating to 13.9 AMD Legacy driver (year: 2013) available here.

All is back to normal if I revert to the driver provided by HP, but it is an old one (available here), and, for example, some games and programs and functionalities that rely on newer OpenGL won't work.

Is there any way to update without the aforementioned problems? Any insights will be welcomed!
