HP OfficeJet Pro 8139e All-in-One Printer

After years of no issues with ink, twice in a row cartridges are defective.  First time I requested a new set as the orange seal lever was immovable on the first set and ink was leaking everywhere.  Just installed new set and 3 of 4 cartridges leaked out the port that goes into the printer.  I wiped them off and installed as fast as possible.  Printer seems okay but have black ink on my good carpet.  Suggestions please on how go clean the carpet spot.  And who to contact with the complaint that these cartridges are the quality I am used to.

I have had the same problems with refilled toner cartridges that were poorly sealed.

Possibly the cartridges are not genuine.

To check if an HP ink cartridge is genuine, look for a security label on the cartridge, scan the QR code on the label with your phone, and then go to HP's website hp.com/go/ok to verify the serial number on the label; if the label appears tampered or the serial number doesn't validate, the cartridge is likely not genuine.

If on subscription service you can certainly complain

General help on instant ink management

I do not have an instant ink printer. My understanding is that if you run out of ink you can use genuine Hewlett Packard cartridges either original or refilled. They must have an HP chip in the cartridge.
