After about 2 weeks of fighting this problem, the windows on-line troubleshooter (https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors) directed me to download the most recent Servicing Stack Update (SSU) KB4058702 from the Microsoft Update Catalog. I downloaded and installed it, rebooted and voila! things seem to be operating normally. Must be they found and fixed the bug.
