After re-enabling Webscan I was able to get Scan To Network Folder working.
Using \\x.x.x.x\sharedfolder or \\mac-name.local\sharedfolder (for example)
from mac os 10.13 and 10.10
but mac-name.local is case-sensitive, so match the capitalization shown in your System Preferences > Sharing control panel
While trying settings I enabled DHCPv4 FQDN from the embedded web server's Network > Advanced Settings > Advanced DHCP Settings and left it there. Haven't tried turning it off because it works now.
