My laptop won't charge and only works when plugged in. It states that it is "plugged in, not charging" and the battery level never rises above 0%.

 

Both HP Battery Check and Windows say that my battery is healthy. I've already tried reinstalling the drivers and taking the battery in and out. I've also ran a HP Hardware Diagnostics test (both the battery and ac adapter passed) and got back these results:
