When I print from my iPhone 8 the print preview shows up as a full page (see 2nd image) but when it’s printed it only prints to a quarter of the page (1st image), so three quarters of the page are wasted.  

 

There is is no option on iPhone to re-size, and file type doesn’t make a difference.  The images below are from a PDF.
