I have a similar issue. I recently moved and have a different router name. I brought my Tango with me, and put it in setup mode but when using HP Smart it cannot find the Tango sitting right next to it. (with blue lights). I printed the Wireless Network Test Results on the Tango, and it shows a FAIL for Network Name (SSID) Found. Specifically, it is still looking for the old router that was in my old location.
I followed your link, and I do not have a WPS option. The next option from your link was to go back to the HP Smart app and press plus, which leads me back to the app not finding the Tango. (which i put in setup mode).
I am using a Windows PC which is connected to wireless off of my new router. Thanks
