Product: OMEN by HP Laptop 15-dc0xxx
Operating System: Microsoft Windows 10 (64-bit)

I wanted to limit the power of my CPU because its overheating during summer even on a cooling pad but changing the bios setting to limit CPU to 35W did nothing. Windows tool still keep reporting that the CPU is using 45W still. Windows, drivers and bios are on the latest versions. What to do?
