Operating System: Microsoft Windows 10 (64-bit)

So, AGAIN, my omen laptop wont charge while on, but when switched off charges just fine, I've reinstalled the bios and the battery and A/C files, and I've done around 10 hard resets, even reset the bios settings. Nothing is working. I don't think there's an issue with the A/C as the pc charges up quite fast while off. this is the 2nd time this has happened and a hard reset fixed it the first time, not sure if a system restore or a windows reset will work.

Any ides please don't want to have to pay someone to fix this issue.
