Product: HP Pavilion 23-h024 TouchSmart All-in-One Desktop PC (ENERGY STAR)

I try to turn my computer on. Screen says automatic repair then diagnosing your computer. Your pc did not start correctly. No restore points have been created under system restore. I can’t get past the blue screen and can’t get the computer to reset and reboot. Do I need to download windows on a disk and reinstall? I ran all the hard drive test and it passed. I don’t even care to lose my files at this point but want to be able to open my computer
