HP Recommended

I just received my HP ENVY MOVE , it was open box special so I’m wondering if this is why it was returned but I’m trying to do my first set up and when I reach the connect to a network page , no networks are showing up . It’s not my router as I have other devices connected and living in an apt complex , there is many networks around and not one of those are popping up either . I am stuck on a screen asking me to connect with nothing to get me out of it. I went to the link provided on this screen for troubleshooting and no resolutions work .
