Product: HP ENVY Inspire 7220e All-in-One Printer

I am unable to set up this printer. I get an error in HP Smart app saying it can't register to my account. On the printer it says something is wrong with my account and I am unable to print anything until it's resolved but I am going in circles. Do not ask me to reinstall the app and readd the printer and do a factory reset, I have done all of those things and the steps in the troubleshooting documentation multiple times. Error code is UA_400_EB000U0410. Please advise with steps beyond basic troubleshooting, thank you.
