Operating System: Microsoft Windows 11

My school was donated two printers.  Both of them are HP OfficeJet 9020's.  Both of them won't connect to the network.  The ethernet is not lighting up when I connect it to the network.  The only method of communication to this printer is via a USB cable.  The LED display does not show anything network or WiFi related.  Nothing for network or WiFi is listed in the Setup menu.  In addition to that, when I go to the Printer Maintenance screen, factory reset is not available.  Is it possible that the previous administrator locked down these printer so that these settings cannot be accessed?  If so, is there any remedy to this?
