OBi2182 rotating arrows icon: What does it mean?

Hello,

On my OBi2182 phone, about 5 seconds after it finishes booting up, an icon pops up in the upper right that is two rotating arrows, one yellow and one white. It never goes away or changes. It's similar, but not the reboot needed icon.

What does this icon mean? I've searched online and gone through the admin guide but can't find it anywhere.
