When I click 'Remove protection and open' (for files I know are from a safe source) nothing happens - my computer (HP Sureclick?) won't let me do this.

Could you be more specific what do you mean by "nothing happens" ? What kind of files you want to open ? Where they are downloaded from ? Which is this safe source ? Could you take a video of your issue, upload it somewhere and post a link back here ?

 

Have you tried turning it off and on again (meaning Windows restart) ? Make sure you do restart the OS as per these instructions -> https://www.digitalcitizen.life/7-ways-shut-down-or-restart-windows-10-pc-or-device/

Any improvement after that ?

 

If you use 3rd party security apps, make sure HP/Bromium files and locations are excluded and whitelisted in them as per this article >> https://support.bromium.com/s/article/Bromium-and-Third-Party-Software-Interoperability-Guide

After this is done, ensure you restart the PC again and test again.

 

You may try to uninstall (and/or reinstall) HP Sure app(s). Files can be taken from the Software & Downloads section of hp.com website >> https://support.hp.com/us-en/drivers
