My Hp Z420 motherboard build won't boot

I just built a simple gaming pc using a Hp z420 motherboard, I've connected everything and done everything that's needed too build a pc but it still won't boot, sometimes when I plug it in I'll get a flash of rgb from the fans but for like half a second.

the parts in pc:

550 watt pwr supply 80+ bronze 

Intel xeon e5 1620 v2

gtx 960 2gb

hp z420 cpu cooler

hp z420 workstation motherboard 

120gb 2.5 ssd

1tb 3.5 hdd

16gb ecc ram

eatx case

6 rgb fans 

24 to 18 pin adapter

Is it also a v2 motherboard?  Do you know how to tell?  It is all here in the fourm... use the search bar above.  Since you can't even get into BIOS you'll need to look at the motherboard's bar code label for that... and cross reference the xxxxxx-xxx number on the right-hand side of that label to the info in the forum.  Ignore the left side numbers.

which brand ATX pwr supply adapter are you using? not all 18 to 24 pin adapters are of the same build quality

the adapter appears to be a good one visually, some of the cheaper eBay ones have poor connectors and thin wire strands

your stated symptoms indicate a short on the power rail, is the power supply a known good unit or a untested one?

remove all connections/cards from the system except for the video card and the power on wires and retest, if still not working

remove motherboard from case and test on a non conductive surface, if still issues check ram, then cpu

note that a v2 xeon will not usually work in a v1 motherboard

The 9 digit number I've highlighted in red below is the number you need, and you need to be sure of what you see.  Get a flashlight and magnifying glass if needed... Then you can read up in the forum here about what that number needs to be to have a "version 2" motherboard that will run the version 2 processors.  I'll be dogmatic... if it really ends in -001 it will not work as a motherboard for your version 2 processor.  The good news is that a used version 1 processor for a version 1 motherboard is quite inexpensive from eBay these days.  Or get a version 2 motherboard.

here's the HP quickspecs which lists supported cpu's note the date on the bottom of the page this document is updated by HP and the date will change, this is just the first one i located as you appear to have a v1 board
