Don't know if it's matter of hp support, but I can't receive support from microsoft.
The OS is W10 Home rev 1607. Internet is working with all url's except with site https://onedrive.live.com and can't access to STORE APP. This error occurs with IE11,Chrome and Edge. Note that I can access to my account.live.com, to my hotmail mail box. Trying to access to STORE APP get "0x8000FFFF" error code.
Trying to troubleshoot apps of window store get "licence or cache of windows store can be damaged" can't load the page.
Hope you can help me

I strongly recommend you to reinstall the operating system and check if that works. Use the link below to perform the recovery the right way.

I understand that you are unable to access the store app. Did I get it, right?
I was able to search and find a relevant article about the Windows Store app.

I have alraedy done what you suggest,this is what happens:
Cache and store can be damaged, open windows store. I click on "open windows store" and after some time get "Impossible to load the page. Try later" Error code 0x8000FFFF Cv wv4LpaXO70e7KHRH".
Also, as I explained can't access to "https://onedrive.live.com/about/it-it/" , the page remains blank, tried with IE11,Chrome and Edge.
If can be usefull, tried with EPIC PRIVACY BROWSER and can access to "https://onedrive.live.com/about/it-it/".
This epic browser set up a proxy located in USA, and my IP address becomes a USA IP ( for example now is :
107.170.58.37 United States New York New York City
