Hello,
We are trying to load a background image via the HTTP web server before we provision them for RingCentral. The weird thing is that once the config file is loaded on the phone and after a reboot, the background is black. However, on the phone's web user interface, the capture screen shows the background image. So, we know the phone is grabbing the image from the web server. The image is in jpg format at 300 dpi, 320 x 240, 24-bit depth, and 37.3 KB in size. The config file is as follows:
<colors device.set="1"
device.theme.set="1"
device.theme="BroadSoft"
bg.background.enabled="1"
bg.color.selection="2,1"
bg.color.bm.1.name="http:// (web address hidden)"
bg.color.bm.1.em.name="http:// (web address hidden)"
ui.softkey.background="#007398"
ui.softkey.text.color="#E5E5E5"
ui.statusBar.background="#085573"
ui.statusBar.text.color="#FFFFFF"
ui.menu.background="#202A44"
ui.menu.item.background="#085573"
ui.menu.title.background="#202A44"
/>

Hello @MikeCOUS ,
welcome back to the HP Poly community.
A couple of things, Software 6.4.6 is UC Software so not Obi Edition.
Our VoIP FAQ has this:
Feb 2, 2012 Question: How can I change the factory-provided screen background photo/picture?
Resolution: Please check => here <=
I suggest you contact our Support organization in your region. Details are in my Signature.
Best Regards
Steffen Baier
