If VVX1500 user calls another VVX1500 user, it will first go through the secretary before forwarding to president/chairman. So in this case, will the video call be initiated or NOT since it is call forwarding.

welcome back to the Polycom Community.
Any call starts with an INVITE where the appropriate codecs (audio/video) are advertised. The 200 OK from the far end contains their requested capabilities.
It does mot matter who started or answered the call first as the capabilities are re-negotiated once the call is transferred from the secretary to the boss.
