When a PC does not boot, there are two different likely issues.
First, the boot records may have become corrupted, and those can be fixed.
Second, the hard drive may have failed -- and that can not be "fixed" per se because it requires drive replacement.
However, I don't know what you mean about "with warranty", as pawn shops are not authorized to provide HP warranties on used equipment.
Please explain ...
