I've then used task scheduler to run the batch file (with highest privileges) each time the user logs on. It's almost seamless but for the black box when the command runs. I'll stop this task when a fix comes out.
This takes only a few mins even for a novice. In fact it was faster than my dispute with HP over doing a 3rd factory reset.
I've gone through all the pages of this forum until now after my 1 week old Spectre x360 got affected by this problem, and this solution seems to be the most elegant and not harmful one (not causing problems for HP apps and no worries for future updates as it runs AppReadiness service again). Thank you Rossyrox for that. Creating a task in task scheduler is easy, just click create a new task in there from right hand sidebar and pay attention to all the options available, namely trigger the batch file on every login and uncheck do it only on AC power. Good luck with this until the fix comes out (hopefully).
p.s: It's pretty sad that there's no formal response from HP on such a widespread issue here

They have made it so easy today for just about anyone to do a clean install if you can read and then follow on screen directions, its not like the days of ME, 98, 95 and 3.1 where you had to fdisk and all that stuff....myself I prefer it that way, hate these restoration partitions and disks....give me a disk with the OS on it and another with the programs and one with the drivers...wipe the drives slap clean with Zero's and do it the way you want....problem is with these restoration partition and disks is you could just be installing the problem over and over, mistakes are made and sometimes they arent caught for a long time......I think my problem of doing a clean install with using Windows 10 from microsoft and having a handfull of HP stuff not working was due to the lack of Visual C++ on this laptop...HP installed a lot of them from 2005 - 2015...most programs and drivers will let ypu know durring the install if you need some Microsoft program for it to work and will also give you the option to download it right then......next time I will have downloaded all the Visual C++ thats on here and keep them on a stick...thats the only thing I can think of that may have screwed me up from doing a clean install with just the Microsoft Win-10 and the HP drivers and programs I wanted to keep...sme of those HP stuff I have no idea what it does or is for and HP's explanation aint no help either....

I bought my first ever HP product ( Spectrex360) 3 weeks ago. I have to say, it is only because of people on this forum who generously ( and for free!) shared their knowledge of how to fix this 'black screen fiasco', that I didn't loose my total confidence in this product! Thank you, thank you! While I was waiting for the response from HP support technicians via Twitter, I was able to get the laptop working while following your advice to disable app readiness! The HP tech support adviced me to do the same thing. I also called HP ( on hold for an hour) to voice my dissatisfaction that nowhere on the company's website was this solution listed! I was told, once Microsoft comes out with the permanent fix, it will update automatically without any need on our part to do anything. See below the message I got from tech support.

You can follow the below work around to fix the issue.
1. Press the Windows and R key together to open the run command box.
2. Type msconfig and press enter.
3. Go to the services tab and Uncheck or disable App Readiness.
4. Click on Apply and click on OK.
5. Restart your computer.

After trying in vain to to fix this issue on a brand new Envy 15t laptop, I contacted HP support via both phone and chat but they couldn't help me (they even tried to pawn me off on Microsoft for a remedy).
As it turns out, HP has indeed issued a fix for this but support apparently didn't know about it and I couldn't find it on the support page for my product ...I had to find it by Googling. It is interestingly titled "HP Image Enhancement for System Logon".
I have tried this and YES, it DOES WORK (disabling the App Readiness service did not work on my machine). With this fix, my boot/restart time went from 6-7 minutes to under 30 seconds (my laptop has an SSD drive).
The link is here (SP81965.exe)... Click on the "Download Now" button and follow the prompts.
This fix apparently will work on a large number of models, including:

I've only just found this forum, after having the blank screen problem on my new HP Spectre x360. It occurred after the 1703 update (Windows 10 Home Edition 64-bit). I rolled back twice confirming that it was okay prior to the update, but not after the update. Logging in to Windows was taking 7.5 minutes. I wasn't aware of the App Readiness service. I spent a day intensively investigating options, before downloading the Windows 1703 Media update from Microsoft and doing a Clean Install. I then had to reinstall my apps, but being a new laptop I had not yet installed much so it wasn't a huge job. Operation has been reliable with the new 1703 installation, and I haven't re-installed the HP Jumpstart bloatware. Very disappointed with HP.

Problem has been solved on my HP Envy 13 using the HP Image Enhancement for System Logon (sp81965) and desktop appears as quickly as expected with App Readiness re-enabled. I will however note that the update/fix does not appear on HP Support Assistant.
Thank you to RolfHardi for the initial workaround and the community in general for helping to publicise this.
