Update.
If the jumpers are in the wrong place that may be what is causing the restart or it could be a corrupt BIOS Update ROM file.
If that is not the case see below this line.
Replacement of the BIOS chip with a new one that has the BIOS ROM file programmed into it is the only permanent fix.
That can be done by or at a PC BIOS repair shop.
Is your PC still in its warranty period?
The free factory warranty is one year. Did you buy a Care package?

A new Mobo will kill your Windows license.
The Windows license is tied to the MAC address of the Mobo on the Microsoft Windows licensing servers.
I would have BIOS chip replaced.
I would do it myself as I have to special tools required to program and remove/replace the chip.

Even the image of the motherboard does not show the position of the CMOS reset jumper.
