For future knowledge, I tend to use my mobile phone before I move jumpers or make repairs.
can you post an image of what the jumper area looks like up close?
Did you happen to remove the RTC battery and replace it afterwards when you did the reset?
Did you hold the unpowered PC's power button for about 15+ seconds to drain the charge that was present in int motherboard?

Unplug the PC power.
Remove the RTC battery, then put the BIOS jumper in the reset position, now press and hold the power button for 15+ seconds.
Then replace the RTC battery, put the BIOS reset jumper back in its default position, close the PC case and plug in the PC.
Now press the power button to see if the PC powers on as expected without an issue.

Unfortunately,
"this time it Beep 8 time then does the recovery stayed on and then beeped 8 times and then shut off and on"
That is really not that clear as to the result. I would rather not have to make an inference.
How about writing down what it does in steps from beginning to end.
I have a question as well.
What do you mean by

Did you mean USB flash drives instead of an SSD?
There is a difference between the two. I am not asking or saying that to be facetious, instead I am asking it for clarification.
I can no understand why you would be creating a BIOS update ROM file installer on an SSD instead of following the instructions which specify using a USB flash drive.
The instructions do not mention it but chances of success are greater if the USB port used is a USB 2.0 Type-A port.

How about trying the Win Key + B key + power button for a few seconds , release the power button while holding the Win Key + B key for another 10+ seconds, then release them.
That should reset the BIOS and may recover it as well.

why do i need to do any of this i updated the BIOS 2 days before putting all of my hardware into a new case why would bios need to update in the 1st place could one of the pathways on the MOBO be broken? ands there for my Main drive with windows is not getting the information from the BIOS chip cuz im absolutely sure i didnt break anything on my mobo or static shock it? everything says to reset CMOS but how do i even do that?
