I have an HP Desktop (M01-F0024) that has a AMD Ryzen 5 3400G CPU and Erica 2 Motherboard.  My idle temps are around 45C (113 F).  Are there adjustments in the Bios to help lower the temps or is a new cpu cooler the better way to go?  I have contacted HP and they could not recommend a different cooler.

If your idle temps are 45C then that is excellent. You will not see a great difference with a beefier cooler. I have a home built Ryzen 7 2700X with a ThermalTake Silent 12 cooler and my temps are not quite that low at idle. I honestly would not worry about the temps as you are well below the high mark (around 90C) where you should worry. I am not sure if that is an HP proprietary cooler or the Wraith Spire but either way it should be plenty. Usually a beefier cooler on the Ryzen is only required if you are overclocking.
