I bought a z240 a few months back with an i3 7th gen. I now realized I want to upgrade. I realized the Xeon chips on the same socket have pretty good performance for the price. Will I be able to put one in my system without changing my memory or cooling or something like that? Thanks in advance.

Welcome to our HP Community forum!
Yes, you can upgrade your HP Z240 TWR/SFF platform with all 7th gen Intel Core processors and all Xeon E3-12xx v5 and v6 processors.
The HP Z240 SFF and the HP Z240 Tower workstations were upgrade projects of mine, showing you, I think, everything you ever wanted to know about upgrading these PCs: Solved: Upgrading HP Z240 Desktop Workstation SFF - HP Support Community - 8427878 and: Solved: Upgrading an HP Z240 Tower Workstation - HP Support Community - 8620343.
As far as upgrading your cooling: I also addressed that. You'll go a long way improving the overall airflow through your PC, which can be achieved by adding one or more cooling fans.
