The reason why you got this loss-of-battery-power message is because you followed the CMOS reset procedure. There is likely nothing wrong with the onboard battery.
Just enter the correct time and see where it gets you.

Is your monitor connected to your graphics card, or are you connected to your desktop's DisplayPort?
If your graphics card is still fitted in your desktop, power down, unplug from power, hold the power key for 4 seconds, and remove it. Connect your monitor to the DP video port and start 'r up again.
You should be able to boot up -trust me, I have done this a few times. Give it about 5 minutes if necessary.

For Zeus' sake, this is an issue I haven't experienced yet with my HP Pro 6300 SFF. So, if you happen to have a new CR2032 3V Lithium coin cell battery available, it may well be worth-it to try that. (Some Dollar Stores sell them, or any grocery store likely sells them too.)

Other approaches worth a try: rather than hitting the F1 key -which you said doesn't work, have you tried hitting the Enter key and/or the Esc key, and/or Ctrl-Alt-Del?
