All right, let's try the following -no, I haven't abandoned you.
Same thing as before: power down, remove power, push power button for a couple of seconds to discharge any remaining juice. Open up your desktop, and locate where your little green 2-pin jumper is located:
If you haven't changed anything prior to this message, your jumper should be located where I drew a blue box.
If that is the case, remove the jumper, and move the jumper to where I drew a green box -and where my HP Pro 6300 SFF jumper is located.
Then restart, and please report back.

Interesting, looks like your motherboard is missing the little jumper.
Do you have a mothballed HP motherboard laying around from which you could borrow its jumper?
In addition:
1.) I am sure you have done so, but out of an abundance of nerdiness: Double-Check the CMOS Battery Connection: ensure that your new CMOS battery is properly connected/positioned! to your motherboard. Sometimes, loose connections can cause such issues. If needed, reseat the battery securely.
2.) Power Drain: Try draining any residual power by unplugging your desktop from the power source, then press and hold the power button for about 20 seconds. After that, reconnect the power and try turning on the computer again.
3.) Inspect your Keyboard: Make sure your keyboard is functional. Try connecting another keyboard (which I believe you already tried) and see if the F1 key or any other key works to proceed past the error message.
4.) Remove Any Extra Hardware: If you have recently installed any new hardware components, such as additional RAM or an expansion card, remove them and see if the error persists. Sometimes, incompatible hardware can cause issues during the boot process.

I am running out of ideas, except to try out a different motherboard if I was in your predicament.
That is what I had to do, though for a different reason -one of the PCIe x1 slots was inoperative.
Fortunately, getting a replacement HP Pro 6300 SFF motherboard is not going to cost much: here's an $18 purchase example from a Trusted eBay Seller: HP 656961-001 6300 Pro SFF LGA 1155 DDR3 SDRAM Desktop Motherboard | eBay, even comes with the jumper in situ:

due to the wide range of usb keyboards and PC systems, there are some cases where brand "x" keyboard will not work with brand "w" computer usually this is due to the usb keyboard maker play in fast and loose on the keyboards usb hardware interface
since your 6300 pro sff has PS2 "Mini Din" style keyboard/mouse ports i recommend buying a used ps2 keyboard used off ebay or amazon the minidin ps2 connector is almost always purple in color, with the full sized ps2 being white in color
