How do I toggle Function keys, they are permanently on.
All I can find is this being set in the BIOS which is not a option for me as the option doesn't appear and the other way is using the Fn+Esc keys which doesn't work.

I don't quite understand what you mean, but the options in the bios you are talking about are for laptops, not all-in-ones.
to use the function keys
Keyboard shortcuts, hotkeys, and special keys (Windows)
Most keyboards come with special symbols applied to the function keys. Your HP keyboard might have extra keys or buttons with icons as well.
On most laptop keyboards, you must press and hold the fn key before pressing the key with the symbol or icon to perform the function.

You are on the right lines.
At the moment the Fn keys perform the function as displayed by the symbol on the function key, e.g. F3 is increase sound. I can perform a secondary function by pressing the Fn+F1 through F12 keys but I want to reverse this., e.g. Fn+F3 to increase sound, NOT just F3.
Many other keyboards display the 'fn' symbol on the ESC key, so when you press ESC+Fn you are able to toggle the default action of the Fn key. Please see below:

Some other keyboards allow you do this using Left Shift+Fn. How do I achieve this with the keyboard that came supplied?

unfortunately the only possible solutions currently are software, or hardware replacement
There is a solution, but that is to block the key, and you may break the keyboard

Hardware is not really a suitable solution, you don't expect that when buying a new computer then having to fork out extra $100 or so for what is essentially a perfect keyboard except for one key. It's pretty poor of HP not to provide a viable solution.
I have downloaded and tried 'Sharpkeys' but it doesn't recognise the F2 or F3 keys that I tried, I gave up after that.
If the question comes up numerous times then why doesn't HP do something about it?
Appreciate you help.

Yes, sorry, personally, I solved the problem with a keyboard under 20 €
And I don't know, I have already offered several times to users to complain directly to hp, because here, practically useless!
so I don't know if it was done, considered by HP or not no idea
