the two motherboards and power supplies are functionally  the same, the part number changes are due to different components being used to replace existing parts that can no longer be sourced in quantity because these are bushiness class systems  HP has to recertify a part if something changes in it and give it a different part number

 

also HP uses different part numbers for the same item depending on which division is providing a part

 

you might want to see if the card you have is a non HP "OEM" model with a custom vBios, and if so see if you can replace it with a HP OEM or a retail model card

Well, I've sent the PC back now. I was just hoping to save money and time by going this route instead of a custom build, but it looks like that is the route I have to go. I appreciate the help, but I don't have the time to continue troubleshooting.

An RTX A2000 is a very decent graphics card and likely will keep its value/utility for quite a while.
