I purchased this pc where it stated on the website the CPU was up to 5.4GHZ, which it is if they had Turbo Boost enabled, or even had the function on the motherboard in the first place. What are my options regarding this as the max frequency it will run is 4.25GHz a significant amount really. Even the 3200MHz Ram they stated is running at 2400MHz. No XMP on the board either.
Can I ask for a refund and purchase a different computer or are they responsible to change the motherboard so I get the actual speeds specified in the description.

Welcome to the HP Forum.
Sorry to see you are dissatisfied with your HP PC. Please provide a specific HP Product Number so the Forum can check your PC's hardware specs.
Many HP MBs don't provide BIOS (UEFI) CPU or memory overclocking options. It is sometimes possible to adjust some component settings on certain HP MBs using HP Omen Command Center.
HP factory installed memory should run at the speed listed in the specifications for your PC's MB.
You can sometimes tweak CPU and memory performance using AMD Ryzen Master if you have an AMD MB.
I don't think Intel's Extreme Tuning Utility (Intel XTU) provides this option anymore if you have an Intel MB. It's been a while since I have used an Intel MB so you would have to see what is possible when using Intel XTU if you have an Intel MB.
You would have to contact HP Support concerning a refund or exchange.

Sorry for the very late reply. Having spoken to numerous people from different teams its like pulling teeth getting them to see the error in the order. The product I orderd was HP Pavillion TP01-115na. This is what I ordered, which was the same on the box they sent and the invoice stated the same. This has Intel Turbo Boost Technology allowing the Intel i7 1400F to boost to 5.4GHz. This model also allows the DDR4 to run at 3200mhz. Got an email back today.

Regarding the unit you received, I can confirm that it is indeed the same model you purchased. If you compare the product specifications, you will find that they share the same features, such as memory, hard drive storage, and other characteristics. The difference in model numbers is simply to distinguish each unit from the other, but they all belong to the same family.
The model they sent me TP01-5000i they say is the exact same model family with the same specification.
So.
The TP01-115na has (Intel Turbo Boos Technology) allowing the processor to run at 5.4GHz and the DDR4 Ram (and thus the motherboard allows) this to run at 3200mhz.
But the TPO-5000i differs in that the CPU does not have (Intel Turbo Boost Technology) so therefore can run at only 4.25GHz and the DDR4 can only run at 2400mhz.
This is very different in terms of functionality and therefore different from what I should have received. Am I correct in my conclusion or just delusional.

The TP01-5000i specs for the PC you have received from HP are at this HP Site.
I see a 14700 CPU option or a 14700F CPU option. Both CPUs should be able to turbo up to 5.4 GHz for a short period of time.
All memory capacity options for the TP01-5000i show DDR4 3200 MT/s RAM.
I can't find the second HP PC product number you provided (TP01-115na). Therefore, it in not possible to review this PC's specifications.
You can check CPU and memory performance of the PC HP sent to you by downloading OCCT (free) at this Site.
Run the OCCT stability test for about 15 minutes. You can check CPU speed and temps. You can check installed memory specs in OCCT System Info.

My apologies Bill, the second model is TP01-5015na. That is what I ordered, that is what is on my invoice and labels on the box it came with.
Looking at this programme the Ram is running at 1197.07mhz. Not finished cycle yet will update when its finished.

TP01-5015 specs are at this HP Site. Scroll down to the specifications section.
CPU and RAM specs for both PCs seem to be the same (14700F and 3200 MHz RAM).
OCCT Ram speed at 1197.07 MHz is 2400 MT/s. The installed HP RAM should be running at around 1600 MHz which is 3200 MT/s.
