I have been looking at the recommended gpus, I am not a gamer, and looking to just get my display to 1440p. its max.
I will do some casual photo color editing too. The videocardz site I am using does not say anything about the resolution ability of the cards. Maybe it does and I am just to dizzy from looking. The display is an NEC EA271Q-BK

The cards listed in the HP specifications all have one thing in common, they use a standard/Legacy BIOS; not UEFI: https://www.howtogeek.com/56958/HTG-EXPLAINS-HOW-UEFI-WILL-REPLACE-THE-BIOS/
Here is the best card in the list for your purpose: https://www.newegg.com/gigabyte-geforce-gt-420-gv-n420-2gi/p/N82E16814125850
If you look at the section titled "Max resolution" it states the following:
Max Resolution
Digital: 2560 x 1600 Analog: 2048 x 1536 |
The card is out of stock, but you may be able to find it somewhere on the Internet, such as, ebay.

I didn't even check the wattage required because it was on the compatible list for your motherboard. I have a suspicion that the manufacturer may have added a bit of extra wattage to protect themselves. The problem is the last series to not require UEFI were the GTX 660/670's. They are very difficult to find. This series may require more wattage, also.
I suggest that you run a search on the other video cards listed as compatible with your motherboard to see if any of them requires the 300W or less.
If you decide to upgrade the PSU, I like Corsair products. Any standard ATX PSU will be compatible with your motherboard. I recommend at least 500W.

I was wondering if you want to help figure out why the GT 1030 wouldn't work, that I had bought ?
When I started up, it would only give a blue screen with the message press ESC key for startup menu.
When pressed or held down nothing would happen.

I basically told you why the GT 1030 won't work in my original post. I said, "The cards listed in the HP specifications all have one thing in common, they use a standard/Legacy BIOS". I just didn't come right out and say it clearly. The GT 1030 requires UEFI in the motherboard instead of a standard/Legacy BIOS: https://www.howtogeek.com/56958/HTG-EXPLAINS-HOW-UEFI-WILL-REPLACE-THE-BIOS/
HP didn't begin using UEFI in their motherboards until mid-October, 2012 with Win 8.0. Your computer was released on May 18, 2011 with Win 7. Therefore, it doesn't have UEFI. You can find this information in System Information, BIOS Mode.
