I have two questions.
1) Is it possible to upgrade my mother board to make this PC's processor (and my G71 notebook) capable of running windows 11 and beyond ? I've already upgraded to a solid-state drive on both this PC and my notebook and really don't want to spend unnecessary funds on a new PC or notebook at this time.
2) I picked up this tower from work as it was a student engineering pc and it was free minus the new hard drive and operating system. I primarily use it for learning turbo cad drafting software and home finances. I want to upgrade my video card so that both monitors are on HDMI and I'd also like to add a sound card for adding speakers. looking for recommendations.

Hi:
Neither PC can be upgraded to meet Microsoft's W11 processor requirements,
No W11-supported motherboards would fit or work.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
I can't answer your question regarding graphics cards for your 8100 Elite CMT, other than to say I have a Nvidia GT 1030 running just fine in my HP 8200 Elite CMT but it only has one HDMI port.
All I know is that if you install a graphics card, the onboard Intel graphics will be disabled, so you would need a graphics card with two HDMI ports and those are fairly hard to come by.
