Hello, I’m struggling to solve this issue with my laptop. I’ve searched up tutorials and everything, but all of them are useless. It first started off with a bitlocker recovery code that was needed, but I was unable to find one. I’ve tried to log in for a recovery code through my phone, but every time it asked for a verification code, they didn’t send it to my email. I used my Apple ID email for my windows email. I don’t know what to do. Someone please help me resolve this issue.

You need to get the recovery code.  If you are unable to get the code then follow Rita's advice.

I recently had to do this for a friends laptop.

To obtain a (bitlocker) recovery key, log into the Microsoft account you used to activate windows. Find your HP device and make a note of the recovery key.  You can also disable or enable bitlocker using windows powershell as explained here.

When you log in you will be asked to confirm who you are.  The confirmation may be an email sent using your apple account.  The email will have a link or a code to enter.   For me, it was a 6 digit code.  I entered the code into the Microsoft account and it let me log in and obtain device information (the recovery code).  I then had to enter that recovery code on the PC before it could be accessed.  You will need to borrow a PC do to this.  Take a picture of the code when it is displayed on the PC and enter that code on the PC that is asking for the recovery code.  The code is very long and  may contain letters from this set: ilL1oO0D8B5S   If the code does not work then examine the letters for mistakes such as 8 instead of B

 I hope this helps.
