Hi @Responsiblebar, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

You’ll need to create a Windows recovery USB using a Chromebook since your HP laptop is stuck in a boot loop. Here’s how you can do it:

Step 1: Get a USB Drive

  • Use a USB drive with at least 8GB of space (16GB recommended).
  • Warning: This process will erase all data on the USB.

Step 2: Download the Recovery Tool

  1. On your Chromebook, open Chrome.
  2. Go to the Microsoft Media Creation Tool.
  3. Since the Media Creation Tool does not work on Chrome OS, you’ll need a workaround:
    • Use a different device (Windows or Mac) to create the USB.
    • OR download an official Windows ISO file and create a bootable USB on Chromebook.

Step 3: Create a Bootable USB Using Chromebook

  1. Install the Chromebook Recovery Utility from the Chrome Web Store.
    • Download it here.
  2. Open the Recovery Utility and click the gear icon.
  3. Select Use local image.
  4. Choose the Windows ISO file you downloaded.
  5. Insert your USB drive and follow the prompts to create a bootable Windows USB.

Step 4: Boot HP Laptop from USB

  1. Insert the USB into your HP laptop.
  2. Turn it on and immediately press ESC repeatedly.
  3. Press F9 to enter the Boot Menu.
  4. Select your USB drive and press Enter.
  5. Follow the on-screen instructions to reinstall Windows.

I hope this helps.

Take care and have a good day.
