There is a drop-down menu to change the country location to the UK.

I as I indicated in my first reply, you can change the country location to the UK at the top of the webpage.
When I change the country location to the UK, it shows two locations in the London area.

It looks like the only authorized HP repair centers in the UK service printers only.
It appears you will have to contact a local PC repair shop and see if they will replace the hard drive.
It's easy enough to do and any repair center should be able to do the work.

This is dreadful there is not a single HP authorised service centre in the whole of the UK to service my table top computer with a population of circa 50million people.
It is not so easy to change a Hard Drive as you say because last time this was done for me the repair people changed the language of the computer to one I could not read.
This is why I am looking for an authorised service centre

Yes, I find that hard to believe as well for HP not to have any authorized PC repair centers in the entire country.
I also find it incredible that a qualified PC repair shop could mess up installing Windows in a different language, since the PC is supported by the HP cloud recovery tool which reinstalls the operating system and programs the way it came when you bought it.
The product specs for your PC indicate that it comes with a 256 GB NVMe SSD for the operating system and programs, and a 2 TB hard drive used for storage.

If you know which drive is bad, you can probably do the work yourself.

If you need to replace the NVMe SSD with the operating system on it, after you replace the drive, you can use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.

If your PC is not working, you will need to have access to another PC running Windows 7 64 bit or newer and a 32 GB USB flash drive to create the recovery media with.
Since you have to use the recovery tool on another PC, you will need to enter your PC's product number in the tool's search window to proceed to make the recovery media.
Your PC's product number is 9EY83EA#ABU
I recommend temporarily disconnecting the 2 TB hard drive so that the recovery media doesn't install Windows on the wrong drive.
I've only used it on PC's with one drive, so I don't know if the program is intuitive enough to ask what drive you want to use it on or not.

The drive that failed is the 2 TB storage drive according to that model number.
I'm thinking if you unplug the power connector from that drive, the PC should be operational again, until you can get it replaced.
That's the storage drive that failed, so the 256 GB NVMe SSD should be fully functional.
There would be no need to reinstall the operating system.
You would only need to remove and replace the drive, initialize the new drive, and be back in business.
You don't even need to replace it if you can live with 256 GB of storage space.
