It is an older computer. Is USB legacy support enabled in bios. The manual is here: http://h10032.www1.hp.com/ctg/Manual/c01202501.pdf

At 2 minutes 21 seconds you will see the option for Removable Media boot, it should say enable

At 3 minutes 32 seconds you will see the boot order, make sure usb device is at the top of the list.
At 4 minutes and 1 second, you will see device security, make sure all devices are available.
With hp and copaq you must enter f10 to save after every change and also save before you leave setup.
