Basically, as i try to restart my laptop it constantly asks for the recovery key which i put in correctly, but I dont know why it still keeps saying restart not successful even when I try to skip it still doesnt want to troubleshoot.

Thank you for posting your query, I will be glad to help you. 
It sounds like your HP Spectre x360 14-ef2000 is stuck in a BitLocker recovery loop. Here’s what you can try to fix it:

Solution 1: Manually Disable BitLocker (If Possible)

  1. When prompted for the BitLocker Recovery Key, enter it correctly.
  2. Once inside Windows, press Win + X and select Terminal (Admin) or Command Prompt (Admin).
  3. Run the following command to check the BitLocker status: manage-bde -status
  4. If BitLocker is enabled, disable it using: manage-bde -off C:
  5. Wait for decryption to complete, then restart your laptop.

Boot into Safe Mode

  1. When prompted for the BitLocker Recovery Key, enter it.
  2. Instead of restarting, hold Shift and click Restart to enter the Advanced Startup menu.
  3. Navigate to Troubleshoot > Advanced Options > Startup Settings > Restart.
  4. Press 4 to boot into Safe Mode.
  5. If it boots successfully, try disabling BitLocker from Control Panel > BitLocker Drive Encryption.

Use Windows Recovery Mode

  1. If you can’t access Safe Mode, force shutdown the laptop three times to trigger Windows Recovery Mode.
  2. Go to Advanced Options > Command Prompt.
  3. Try running: bcdedit /set {current} recoveryenabled No
    Then restart.

Reset Windows (Last Resort)

If the issue persists, you may need to reset Windows:

  1. Boot into Advanced Startup.
  2. Choose Troubleshoot > Reset this PC.
  3. Select Keep my files (if possible) or Remove everything.
